Supply of IT Products for Government Bureaux and Departments Under the GITP Scheme
Description of the GITP Scheme
Digital Policy Office (DPO) administers a scheme which comprises (a) lists of providers of IT products of different sub-categories within each of the three major categories as further described below; (b) a reference list of IT products to be classified as aforesaid; and (c) reference technical requirements and reference maintenance service requirements laid down by the Government to be complied with by an IT product before being included in that reference list. This scheme is to be known as “GITP” or “GITP scheme”. Government bureaux and departments (B/Ds) may make use of this GITP Scheme to issue invitation to quotation for acquisition of IT products from these GITP providers in a convenient and effective manner. IT product suppliers must apply afresh to join this GITP scheme even if it is already an existing supplier with DPO or any other B/D using this e-Form.
The GITP covers three major categories (major categories):
- Category A – Network Products and Infrastructure Equipment;
- Category B – Server Systems; and
- Category C – Microcomputer Equipment.
Each major category is further divided into a number of sub-categories as set out in the Overview of GITP.
Any Government B/D can via the e-Procurement system invite quotations for the supply of IT products within a sub-category of a major category and related services from GITP providers on the list of such sub-category, and place purchase orders in accordance with the prevalent quotation procedures at the maximum value of HK$1.36 million per purchase order. However, it is not mandatory for a GITP provider on the list of such sub-category to submit an offer in response to such invitation. Should it choose to do so, it should also submit the offer via the e-Procurement system.
On this basis, it is necessary to be registered as a GITP provider and if not already done so, to set up and activate an account with the e-Procurement system in order to receive invitation from B/Ds for those IT product(s) for which the IT supplier has been so registered as GITP provider.
Besides, a B/D is free to impose requirements for an IT product of any sub-category of any major category and the related maintenance services different from the reference technical requirements and reference maintenance service requirements when it issues an invitation to quotation for such IT product. A GITP provider is free to offer an IT product which is not on the reference list of IT product provided that the offered IT product complies with the technical requirements and maintenance service requirements imposed by the B/D in the invitation.
On top of the brief to be issued, the quotation to be submitted in response (which shall in the form of the Contract Schedules), the Conditions of Contract will apply to form part of the contract between the Government as represented by the B/D and the GITP provider. Regulating and monitoring mechanism are also in place to ensure that GITP providers perform to the standard and comply with the terms of admission to the GITP.
How to join
Admission to the list of GITP providers can be applied at any time. Interested suppliers of IT products can complete and submit the application e-Form, together with the required supporting documents and information.
