ICT Outreach Programme for the Elderly 2013-14

Background

In 2013-14, the then Office of the Government Chief Information Officer (the then OGCIO) provided funding to organise outreach programmes for elderly with limited mobility and hidden elderly to arouse their awareness of and interest in using ICT to broaden their social circles and improve their quality of life.

Non-profit organisations were openly invited to submit proposals in October 2013. Out of the seven project proposals received, three were selected for implementation from March 2014 to December 2014.

Thirty-eight elderly homes throughout the territory were visited with over 1 000 elderly persons served via these projects. Outreach visits, in particular, were arranged for hidden elderly in the community. With the help of social workers and volunteers, some 120 hidden elderly persons had learnt the use of ICT to improve their quality of life and connect to the society.

  • To set up booths on the street to recruit hidden elderly; and
  • To organise competitions, an appreciation ceremony and sharing sessions.

  • To facilitate residential care homes in setting up mobile facilities and organising training activities;
  • To arrange for social workers and volunteers to visit the hidden elderly and to teach them the use of tablets;
  • To train up youths, women and elderly volunteers to assist with the related activities; and
  • To organise a “Digital Inclusion Fun Day” for the institutionalised elderly and hidden elderly.

  • To allow institutionalised elderly to learn and experience the use of ICT;
  • To set targets for participants and encourage them to achieve such targets through awards;
  • To organise outreach visits and teach hidden elderly the use of ICT according to their individual needs and learning progress;
  • To arrange for volunteers to design customised photo albums for each participant; and
  • To organise an appreciation ceremony and sharing sessions.
