The HKSAR Government has established the Interoperability Framework since 2002 for B/Ds and related organizations to achieve interoperability in the exchange of electronic data and the development of integrated e-government services. 

The Government has developed an open and common Chinese language interface. The objective is to address the above problems so as to achieve more accurate electronic communication conducted in Chinese. A pivotal element of the open and common Chinese language interface is the adoption of the ISO/IEC 10646, which is an international standard developed by the International Organization for Standardization (ISO) for the handling of characters in electronic data storage and exchange. The ISO/IEC 10646 embraces characters used in major languages in the world including traditional and simplified Chinese characters. The Government is actively participating in the development of the ISO/IEC 10646.

By drawing reference to the latest development in other countries and regions, the Ethical AI Framework has been developed for internal adoption within the Government regarding the applications of AI and big data analytics. The Framework is developed to assist B/Ds in adopting AI and big data analytics and incorporating ethical elements in the planning, design and implementation of IT projects or services and it consists of ethical principles, practices and assessment of AI. Nonetheless this framework, including guiding principles, practices and assessment template, is also applicable to other organisations in general and this customised version of framework is suitably revised (e.g. removal or adjustment of government specific terms) for general reference by organsiations when adopting AI and big data analytics in their IT projects.
