Smart Site Safety System
To maintain Hong Kong’s leadership position in the construction industry, the Government has launched "Construction 2.0", a visionary plan that prioritizes “Innovation”, “Professionalisation”, and “Revitalisation”. The key goal of innovation is to promote the adoption of advanced technology to reduce accidents and fatalities in the industry.
A significant step towards achieving this goal is the mandatory adoption of the Smart Site Safety System (4S) for capital works contracts exceeding $30 million, effective from February 2023, as required by the Development Bureau (DEVB). The Government has also provided subsidies to contractors of private development projects through the “Construction Innovation and Technology Fund” (CITF) to adopt 4S since April 2023.
4S comprises three components: a centralized management platform, smart devices, and communication networks for data transmission. This innovative system enables early identification of potential safety hazards, allowing for prompt follow-up actions to be taken. In addition, by analysing the data collected by 4S, the crux of the safety problems could be revealed for formulating enhancement measures.
To drive wider adoption of 4S, DEVB and the Construction Industry Council (CIC) jointly launched the 4S Labelling Scheme and related new policy measures in May 2024. Under the scheme, construction contractors can apply for 4S labels, which are issued by CIC upon verification of proper 4S usage. The labels are displayed prominently at construction sites, and a list of labeled worksites is published on CIC’s website to encourage broader adoption.
As the construction industry embraces this digital transformation, the benefits are expected to be far-reaching. Improved safety, enhanced efficiency, and increased competitiveness will pave the way for a brighter future in the construction landscape of Hong Kong.
