Facilitating Services Trade by Implementing Domestic Regulation (DR) Disciplines - Use of Technology

Business Facilitation

Different service providers in Hong Kong may need to comply with certain regulatory requirements for their legitimate operations. Such requirements are also known as “Domestic Regulation” (DR), which include measures related to:

  • Licensing Requirements and Application Procedures - processes a business must go through to obtain a licence for operating in a specific services sector.
  • Qualifications Requirements and Application Procedures - specific skills or certifications a service provider needs to hold to operate.
  • Technical Standards - technical specifications a business must meet to operate, such as food safety standards.

With effect from 27 February 2024, a new set of DR disciplines under the World Trade Organization (WTO) aiming to facilitate services trade has come into force in over 70 participating Members. For Hong Kong, DR disciplines apply to more than 30 sectors such as Restaurant and catering services, Accounting, auditing and bookkeeping services, Telecommunication services, Banking and other financial services, etc.

Implementation of the disciplines would make the local environment more conducive to businesses through cutting red tapes, improving licensing/ regulatory efficiency, and reducing business compliance costs. In line with the global trend of one-stop government service platform and digitalisation of government services, bureaux/ departments have adopted technological tools for the benefit of service suppliers, such as:

Departmental/ Thematic Website

  • Provide online help resources, user guides and FAQs to guide businesses through the application process, set out relevant regulations, and empower businesses to solicit required information.

Online Licence Application Tracking Platform

  • Provide real-time status updates on the application progress, which increases transparency, reduces uncertainties and keeps businesses informed.

Online Single Licensing Portal

  • Enable businesses to submit applications, upload supporting documents and make payments electronically, reducing the need for physical submission and paperwork.
  • Implement digital signature capabilities to authenticate applicants’ identities and validate application documents electronically.

The digital transformation described above have led to more streamlined and effective domestic regulatory processes, creating a more efficient and business friendly experience, fostering regulatory compliance and economic growth.

Be the Smart Regulator Programme

Launched in 2007, the “Be the Smart Regulator” Programme aims to improve the efficiency, transparency and business-friendliness of licensing regime, with a view to relieving the compliance costs and administrative burdens of business sectors.
