e-Issuance of Licences and Certificates System

One of the major responsibilities of the Fire Services Department (FSD) is the enforcement of fire safety legislations, which includes the processing of licence applications for the manufacture, storage and conveyance of dangerous goods and that for timber stores, as well as issuing certificates for fire service installations and equipment in licensed / registered premises and new buildings.

To expedite the licence / certificate issuance procedures and bring greater convenience to the trades and the public, the FSD launched the e-Issuance of Licences and Certificates System (e-IS). The e-IS is able to issue various digitally-signed electronic licences / certificates, and to receive e-payments so that applicants are no longer required to visit the FSD’s office in person to obtain the licences / certificates or make payments. In addition, the electronic licence / certificate features a QR code to facilitate verification.

Furthermore, e-IS has also been interfaced with the Food and Environmental Hygiene Department (FEHD)’s electronic system. Through the system interface, FEHD can refer the relevant licence applications to FSD for comments, and FSD will send copies of the electronic fire certificates and FSD’s comments to FEHD, eliminating the need for conventional document exchanges.

In addition, the FSD has also started to provide the option for licence applicants to receive fire safety requirements by email, further streamlining the process.
