Autonomous Vehicle Pilot Licence

Business Facilitation Digital Government

In a significant leap towards modernising transportation, the Government has issued its first pilot licence for autonomous vehicle (AV), marking a new era in smart mobility, digitalisation and business facilitation. This groundbreaking initiative, announced by the Transport Department (TD) in November 2024, allows the trial of 10 AVs in North Lantau, with the first phase involving a single autonomous private car operating in each road test at a specified time on specified road sections.

With a view to embracing the evolving AV technologies and accommodating the emergence of AVs as a new mode of transportation, the newly established regulatory framework, effective from 1 March 2024, provides a robust yet flexible environment for AV trials. By considering various factors such as the design and operational capabilities of AVs before approving the pilot licence, the TD ensures that safety remains paramount. This proactive approach not only fosters innovation but also promotes a culture of safe technological advancement. In addition, the Government launched the $1 billion Smart Traffic Fund in 2021 to support local organisations or enterprises in conducting research and application on vehicle-related innovation and technology, with 4 approved projects focusing specifically on AV trials and 8 approved projects related to Cellular Vehicle-to-Everything (CV2X) and other relevant aspects. The road sections under these trials cover public roads and various application scenarios, such as the West Kowloon Cultural District, the Hong Kong Science Park and individual private residential estates, showcasing the Government's endeavor to integrate the strengths of the government industry, academic and research centres to promote the long-term development of AVs in Hong Kong.

With the issuance of the first pilot licence for AVs, the Government demonstrates its dedication to smart mobility, digitalisation and business facilitation. This initiative not only paves the way for wider local use of AVs in the future but also reinforces Hong Kong’s position as a leader in embracing cutting-edge technology for improved public services. The Government welcomes interested organisations or enterprises to submit applications of the pilot licences for AVs and act in concert to promote the further development of autonomous driving in Hong Kong and enhance the overall quality of life for its residents.
