尊敬的葉部長 (中聯辦教育科技部副部長葉水球先生), Duncan (Hon Duncan Chiu, Legislative Council Member (Technology and Innovation Constituency)), Ken (Mr Ken Wong, Executive Vice President & President of Solutions and Services Group, Lenovo), Serena (Ms Serena Cheung, General Manager, Hong Kong & Macau, Lenovo), distinguished guests, ladies and gentlemen,
Good morning. And for those friends and colleagues of Lenovo coming from afar, welcome to Hong Kong! I am truly honored to join you today at this remarkable Lenovo Tech World Hong Kong 2025 - Smarter AI for All. AI is, as we will all agree, the technology that transforms every walk of life. AI isn’t just about automating complicated tasks or its capability of processing a sea of data, it is augmenting human capabilities in ways unimaginable a few years back. The integration of AI into our daily lives has become an everyday occurrence. This technology is the driving force behind our industries in their constant pursuit of innovation and indeed, it is reshaping the way we work, we live and connect with the world.
The HKSAR Government is dedicated to supporting the development of AI. Through leveraging AI-based tools in our daily operations, we have demonstrated that AI does not only significantly increase our operational efficiency but also greatly enhance our public service delivery.
A latest example is the application of AI in our public healthcare system. Starting from this month, public hospitals will progressively adopt generative AI to assist doctors in drafting medical reports. This initiative aims to enhance service quality by providing patients with a timely report while reducing the doctors’ administrative workload. Doctors working in public hospitals are now, in average, spending about 8 to 10% of their working hours on report preparation. By utilising AI to generate initial drafts with reference to patients’ clinical data, doctors can save their valuable time and focus on clinical work. This improvement will lead to a better experience for patients.
Another recent advancement is the launch of HKGAI V1, Hong Kong’s first locally developed large language model by our local university R&D team with the funding support from the Government’s InnoHK initiative. Powered by DeepSeek’s advanced data learning models, HKGAI V1 supports Cantonese, Putonghua, and English, and it is capable of generating instant responses through a chatbot interface. Right now, all government departments have already commenced trial run with this AI tool to strengthen their administrative work and document preparation capabilities. By alleviating tedious and repetitive tasks for civil servants, it allows us to devote more time to complex responsibilities that require human insight. This innovation not only enhances operations within government departments but also enriches the service experience of citizens. We are confident that our public service delivery would be greatly improved and the interactions between the Government and the public would be further enriched by harnessing AI technology.
To accelerate the digital transformation of government services through adoption of advanced technologies like AI, big data and blockchain, we completed a government-wide e-Government Audit exercise in 2023, and is moving at full speed to roll out over 100 new digital government initiatives before the end of this year. Some 30 of them were already in production since last year.
To spearhead Hong Kong’s innovation in AI technologies and application of AI, the Financial Secretary, in his recent Budget Address, announced the allocation of HK$1 billion to establish the Hong Kong AI Research and Development Institute for promoting upstream AI research, converting midstream and downstream results, and broadening the range of application scenarios. My office will further formulate the establishment arrangements of the institute and its specific goals accordingly. As we eagerly await the next breakthroughs to be presented by AI, let’s embrace this cutting edge technology to unlock new possibilities and build Hong Kong into a smarter city together.
